摘　　要：科技智库是中国新型智库体系的重要组成部分。本文阐释了科技智库的内涵、特征和职能;以中国科学院、中国工程院和中国科学技术协会为代表,分析了中国科技智库发展的态势以及科技智库在国家创新驱动发展战略、国务院第三方评估与经济社会高质量发展科技供给中的作用;分析了新时代中国特色社会主义科技创新的主要特征和面临的挑战,提出了科技智库的使命和任务;剖析了中国科技智库建设存在的问题,围绕加强顶层设计、破除体制机制障碍、创新研究模式、提升研究能力、构建评价体系和开展全球治理6个方面给出了对策建议。The science and technology think tank is a major part of the new think tank system in China.This paper reviews the connotation,the characteristics and the functions of the science and technology think tank.With the Chinese Academy of Sciences,the Chinese Academy of Engineering and the China Association for Science and Technology as the representatives,we analyze the situation of the science and technology think tank and its important role in the Innovation Driven Development Strategy,the third party assessment for the State Council and the scientific and technological support for the high quality development in economy and society.We analyze the main features and challenges in the background of Socialism with Chinese Characteristics in a New Era,and put forward the missions and tasks of the science and technology think tank.Finally,the construction of the science and technology think tank in China is discussed.We propose six countermeasures and suggestions,including the top-level design enhancement,the institutional barrier elimination,the research mode innovation,the research ability improvement,the evaluation system establishment and the global governance.
