摘 要:联合审批是我国近年来推出的一项重要的审改政策。本文在整体政府的视角下运用社会网络分析方法,定量比较分析了宁波市旅馆业联合审批改革前后的政策网络要素、主要参数及其网络特征。研究结果表明:联合审批改变了政策网络内的信息流通路径、行动者中心度、网络地位,在各审批部门之间形成了初步的整体政府特征。联合审批政策网络的行动者中心度较低,网络内尚缺少推进整体政府强有力的行动者。联合审批改变了政府与社会、经济的联结方式,但作为整体政府提供服务时尚无多类行动团体参与。在此基础上,从整体政府视角提出了确立网络管理目标、建立支撑制度体系、重建公私伙伴关系的政策建议。Joint examination and approval is an important examination and approval institutional reform,which is carried recently by government.Using the social network theory and method,the paper analyzes the policy network elements,main parameters and network characteristics before and after the reform of joint examination and approval of hotel industry in Ningbo with the perspective of joined-up government.The results show that:Joint examination and approval changed the information flow path in policy network,the centrality and the Network Status of policy network actors,and has formed the preliminary joined-up government characteristics among examination and approval departments.The degree of actor centrality of the joint approval policy network is relatively low,and there is a lack of powerful actors to promote the joined-up government in the whole network.Joint approval has changed the way governments connect with society and the economy,but as a joinedup government providing services,it still lacks the involvement of a variety of action groups.Based on these research results,the paper puts forward some policy suggestions for improving joint examination and approval.
