藉“双轨策略”实现垃圾分类的稳步推进和“弯道超车”

摘　　要：鉴于垃圾分类兼有主体复杂性和客体复杂性以及分类投放环节的社会可操作性较弱,垃圾社会化分类不可能一蹴而就,因此有必要实施"双轨策略",即社会化分类与专业化分类并举,藉此实现垃圾分类的稳步推进和"弯道超车"——坚持社会化分类以实现环境意识与道德修养的逐步提升,强化专业化分类措施以求在较短时间内达成既定的分类效果及指标。Considering the complexity of the subject and the object in waste classification and the weak maneuverability in waste classification placing,the socialized classification can＇t be accomplished overnight. Thus,the dual-track strategy combining socialized and specialized classification should be put into practice,so as to achieve steady progress and＂corner overtaking＂in waste classification. Specifically,socialized classification should be persevered to realize the gradual improvement of environmental consciousness and moral cultivation,while professional classification measures should be strengthened in order to achieve the established classification results and indicators in a short time.
