“即研即推,即创即转”的农业科技成果转化模式探索——以江苏省农业科学院农业产业研究院建设为例

摘　　要：提高农业科技成果转化率一直是农业科技推广工作的难点,十九大提出的乡村振兴战略对加快科技成果转化应用也提出了更高要求。业界对此研究很多,各种应用模式层出不穷,但实际应用效果和影响持续性各有差异。受教育部首批10所高校"新农村发展研究院"试点项目的启发,江苏省农业科学院在建的9个农业产业研究院是对现有科技成果转化推广模式的补充和创新,是一种平台型技术转移模式。研究团队在调研基础上,对9家产业研究院的基本属性、运行机制、产业选择、利益分配四个要素进行分析,归纳出共性特点,并找出存在的问题,进一步提出了解决措施。农业产业研究院的试点是对开放性创新服务平台的探索和尝试,对9家产业研究院的研究也为科技创新与实体经济紧密融合发展提供了新思路。Improving the conversion rate of agricuhural scientific and technological achievements has been a difficult point in agricultural science and technology- extension. The 19th National Congress of the Communist Party of China put forward higher requirements for accelerating the transformation and appli- cation of scientific and technological achievements. The industry has a lot of research on it, all kinds of application patterns has emerged. But the actual application effect and the influence continuity were dif- ferent. Inspired by the ＂New Rural Development Research Institute＂ of 10 universities of the Ministry of Education, the 9 Agricultural Industry Research Institute under construction of Jiangsu Academy of Agri- cuhural Sciences is a supplement and innovation to the transformation and extension mode of scientific and technological achievements. It is a platfore type technology- transfer model. The research team in-vestigated 9 Industrial Research Institutes, analyzed four aspects of basic attributes, operation mecha- nism, industry selection and profit distribution, generalized the common features and find out the exist- ing problem, put forward further measures. The agricultural industry research institutes were an explora- tion and attempt for open innovation service platform The study of the 9 industry research institutes also provided a new idea of the close integration of technological innovation and real economy.
