摘 要:流域综合规划环境影响具有长期性、复合性和累积性的特点,其对环境影响评价技术方法提出了较高的要求。通过系统梳理我国流域综合规划环境影响评价存在的主要技术难点,从完善我国流域综合规划环境影响评价技术支撑体系角度,提出了破解技术瓶颈的建议,即辨析流域开发对区域社会、经济及生态环境的影响机理,研究构建流域综合规划环境影响评价指标体系、开发水文节律影响预测法规模型、完善生态系统健康和生态系统服务功能的影响评价技术方法。Comprehensive river basin planning features long-term, complex and cumulative environmental impact, which demands higher requirements on environmental impact assessment technologies and methods. This paper analyzed the main technical difficulties in environmental impact assessment of China's comprehensive river basin planning and put forward some suggestions on cracking its technical bottleneck, such as identifying the influence mechanism of river basin development on regional, economic and ecological environment, establishing the environmental impact assessment index system for comprehensive river basin planning, developing hydrological cycle impact prediction and regulation model, and improving the impact assessment methods for ecosystem health and ecosystem services.
