摘　　要：提升公众参与水平已经成为促进我国核电发展的重要议题之一,这是社会进步的要求,也与福岛核事故带来的负面影响有关。讨论如何提升核电公众参与水平的问题,包括进一步提升核电信息透明度的建议,有关环境影响评价公众参与责任主体的探讨,以及建立核电公众沟通机制的可能方案。This paper points out that enhancing the level of public participation has become the one of the most important issues to promote the nuclear power development in China. This is derived from the demand of the so ciety evolution, and also related the negative effects of the Fukushima accident. This paper also provides with the proposals for enhancing the nuclear power information transparency, the discussions on the responsibility main body of public participation in the environmental impact assessment, and the possible schemes for establis hing the mechanism of public communication.
