新时代语境下社会主义协商民主的边界:以有限行动谋有效协商

摘　　要：具有中国特色的社会主义协商民主在新时代语境下已经得到了广泛、多层、制度化的发展,社会主义协商民主理论框架的建构在我国已经初步形成,社会主义协商民主在政府治理与政策过程中的重要地位日益彰显。基于新时代语境进行考量,社会主义协商民主应该是一种具有行动边界的、有限度的民主形式,这个限度包括:以《宪法》为协商行为准则;以角色认知为协商前提;以议题场域为协商范围;以政治文化为协商环境等四个维度,从而使民主且广泛的协商对话既具有可行性,又具有可能性。新时代语境下社会主义协商民主边界的确定是一种以有限行动谋求有效协商的必需路径。Having achieved a comprehensive, multi-layered and institutionalized development in the context of the new era, socialist consultative democracy with Chinese characteristics plays an increasingly important role in government governance and policy formation. Therewith, the theoretical framework of socialist consultative democracy has been constructed preliminarily in China. Given the context of the new era, the socialist consultative democracy should be a limited form of democracy with action boundaries. The limit includes four dimensions：using the Constitution as a guideline for consultative behavior; using role cognition as a prerequisite for consultation; using the discussion field as the scope of consultation; using the political culture as its consultation environment. It makes the democratic and extensive consultation dialogue both feasible and possible. Therefore, the determination of the boundary of socialist consultative democracy in the context of the new era is an essential path to seek for effective consultation with limited action.
