国际器件与系统路线图对我国科技规划的启示

摘　　要：对国际器件与系统路线图(IRDS)及其前身国际半导体技术发展路线图(ITRS)的诞生背景、内容选择、组织结构、运作模式及特点进行分析和研究,总结凝练其在组织和内容方面可供借鉴的经验启示。建议我国积极参与国际合作、学习科技规划制定的先进经验;适时提出和主导软科技类重大国际合作项目;在制定新一轮中长期科技发展规划时,对半导体芯片等战略必争领域采取研究编制技术路线图的模式和方法,发挥多领域专家主体作用;持续进行科技规划研究,合理安排规划周期,及时调整规划内容;突出科学引领和协同创新,使得规划达到科学前瞻、指引发展的功能。By analyzing and studying the background,contents,organization and operation characteristics of the International Roadmap for Devices and Systems（ IRDS） and its predecessor the international technology roadmap for semiconductors（ ITRS）,their experiences and references are summarized for studying in our Sci Tech planning research. It＇s suggested to take an active part in international cooperation,study the organization mode for planning research and propose China-dominated international cooperation in soft subject fields. Also,for the new medium and long term Sci Tech development planning,the hard competition filed of semiconductor in special,it is necessary to organize experts of different fields to preserve in planning research,assign the planning period properly,adjust the content timely,and emphasize the scientificalness and innovativeness,in order to realize the function of Sci Tech planning.
