摘　　要："一带一路"建设是我国对外开放的重大举措,创新能力开放合作是"一带一路"建设的重要内容。加强"一带一路"创新能力开放合作是提升我国对外开放合作水平、深化科技人文交流、加快融入全球创新网络、深度参与全球创新治理的迫切需求。通过打造"一带一路"创新共同体、深化国际科技交流合作、发挥企业创新开放主体作用、加强创新人才国际流动等方式,加强创新能力开放合作。The ＂Belt and Road＂ is a major initiative for China＇s opening up to the outside world. The opening and cooperation of innovation capability are important parts of constructing the ＂Belt and Road＂. Strengthening the opening and cooperation of the ＂Belt and Road＂ innovation capability is an urgent need to enhance the level of China＇s opening up and cooperation, deepen the exchange of scientific and technological humanities, accelerate integration into the global innovation network, and deeply participate in global innovation governance.By building the ＂Belt and Road＂ innovation community, deepening international science and technology exchanges and cooperation, giving play to the major role of enterprise innovation and opening up, and strengthening the international mobility of innovative talents, the openings and cooperation of innovation capabilities are strengthened.
