摘　　要：为贯彻中央关于深化财政科技计划管理改革文件有关精神,武汉市科技型中小企业技术创新基金改革原有财政科技资金投入方式,在科技金融支持方式上进行探索创新,与商业银行合作开展实施"信用贷款保障"项目,在优化科技财政资金投入、改善科技型小微企业的融资环境等方面做出了有益的探索。通过分析项目实施情况,笔者提出推广信用贷款保障模式、坚持市场化改革等建议,以期充分利用财政科技资金优势,弥补科技金融服务供给短板,为推动"大众创业、万众创新"发挥高质量引导作用。In order to carry out the relevant spirit of the central government on deepening the reform of thefinancial science and technology planning and management, Wuhan technological innovation fund of small andmedium-sized technology-based enterprises reformed the original financial science and technology fund inputmode, explored innovation in the ways of scientific and technological financial support, and cooperated with com-mercial banks to carry out the ＂credit loan guarantee＂ project. It has made useful explorations in optimizing sci-ence and technology financial capital investment and improving the financing environment of small micro tech-nology enterprises. Through analysis of the implementation of the project, the author suggested to promote thecredit loan guarantee mode and stick to the market-oriented reform, so as to make full use of the financial advan-tages of scientific and technological funds to make up for the short board of the supply of scientific and techno-logical financial services, and to play a high quality guiding role in promoting the ＂mass entrepreneurship and innovation ＂.
