摘　　要：基于平衡计分卡评价方法从社会、财务、内部管理、学习和成长四个层面建立一套运行绩效评价指标体系,采用G1赋权法建立地方政府投融资平台的运行绩效评价模型,并选择重庆市五个代表性的投融资平台公司作为研究对象进行运行绩效综合评价。评价结果表明,重庆市投融资平台整体运行绩效水平还有待提高,财务层面得分相对乐观,但是社会层面评分不高;企业内部运行效率和资产运营能力都有待提高。基于上述分析,提出增强社会贡献、改善内部管理机制、重视创新和人才培养的针对性建议。Based on the method of balanced scorecard,this paper sets up an evaluation system for financing platform of local government from four aspects of social,financial,internal management,learning and growth. Then,builds the evaluation model for financing platform of local government with G1 weighting method,and selects five representative investment and financing platform companies in Chongqing as the research object to conduct a comprehensive evaluation of operational performance. The evaluation results show that the performance level of the overall financing platform of local government in Chongqing still needs to be improved. The financial level score is relatively optimistic. However,the score on the social level is not satisfactory,and the internal operating efficiency and asset operating capability need to be improved. In terms of internal operation management and innovation,there is still much room for improvement in development. Based on the above analysis,puts forward some suggestions to enhance social contribution,improve internal management mechanism,attach importance to innovation and personnel training.
