摘 要:中国改革开放40年形成了国家治理的很多宝贵经验,而城镇化变迁是细化这一诊断的一个特色视角。中国特色城镇化变迁前后经历了三种政府主导城镇化推进模式:以政治导向为主导模式;政治经济综合导向的政府主导模式;基于国家整体发展战略下的政府政策主推,其发展趋势是更加尊重国家发展规律。转型重在转念,政府主导型城镇化推进模式的认知机理,在于以"为了人的城镇化战略"的本质性思维和"经营城市"的功能性思维的合一,避免城镇化过程中的生产型资源浪费和消费型浪费,进而利用好"利益导向型功能性思维"与"技术导向型功能性思维",根据我国的发展阶段构建与功能性思维和宜的本质性思维定位。In the 40 years of China's reform and opening-up,it has obtained a lot of valuable experience in national governance,of which China's urbanization is a special perspective. The urbanization of the past 40 years has experienced three government-led models,that is,the politically led model,the integrated political and economic model,and the policy-led model based on the comprehensive development strategy following the law of national development. Transformation relies on conceptual changes,while the cognitive mechanism of the government-led urbanization model is the integration of the essential thinking mode of people-centered urbanization strategy with the functional concept of urban governance to avoid wastes in productivity and consumption on the basis of a benefit-led functional concept and technology-led functional concept with a consideration of China's actual development and guiding principles.
