摘　　要：旅游扶贫是欠发达少数民族地区脱贫攻坚的重要方式,充分利用丰富的旅游资源,提升贫困人口参与,促进当地经济社会整体发展。基于可持续发展理论,以云南省文山壮族苗族自治州为例,运用层次分析法从经济效益、社会效益、文化效益、生态效益四个层面评价旅游扶贫绩效。研究发现:该区域少数民族旅游扶贫绩效评价为89.2分,处于良好水平,扶贫效果较明显;从各项指标来看,经济、社会、文化、生态效益指标与标准值均存在不同程度的差距,可持续发展能力有待提高。因此,亟需进一步发挥政府引导作用,做好旅游扶贫的顶层设计,创新旅游扶贫运行方式,加大人力资本投入,提高旅游包容性就业比例,开发特色旅游新产品,建立完善生态补偿机制等,从而推动少数民族地区通过旅游扶贫实现可持续发展。Pro-poor tourism is an important way to alleviate poverty in underdeveloped ethnic minority areas,which makes full use of rich tourism resources to encourage the participation of the poor people and promote the level of the local economy and society. This paper evaluates the performance evaluation of pro-poor tourism in terms of economic,social,cultural and ecological benefits of Wenshan Zhuang-Miao Autonomous Prefecture of Yunnan province by using the analytic hierarchy process based on the theory of sustainable development. The results show that the value of performance evaluation of pro-poor tourism in Wenshan is 89. 2,which is at a good level and has the obvious effect of poverty alleviation; there are different gaps in economic,socio-cultural and ecological benefits compared with the standard value,so the sustainable development needs to be improved. In view of this,this paper puts forward some suggestions,that is,it is necessary to have a good top-level design of tourism development,innovate the mode of tourism development,encourage the participation of the poor people,increase the human capital investment,improve the inclusive employment,develop more new tourism products,and establish a workable ecological compensation mechanism in order to realize the sustainable development through tourism in ethnic minority areas of China.
