摘 要:在档案安全问题依旧严峻,且安全风险更加复杂化的背景下,探索档案安全保障体系的可持续发展势在必行。现有的理论研究总体上构建了档案安全保障评价体系,并阐释了其标准;而国内外的相关实践则为此探索提供了有益的参考。在此基础上,档案安全保障体系应树立“预防为主”、“风险最小化”等理念,坚持自上而下、技术与管理并进,并寻求多方合作,通过不断的健全与完善,最终建立起人防、物防、技防“三位一体”的档案安全防范体系。It is imperative to explore the sustainable development of the archival security system a- gainst the background that the problem of file security is still serious and the security risk is more com- plicated. The existing theoretical research has constructed the evaluation system of the security of archives in general and explained the criteria. The related practice at home and abroad provides a useful reference for this exploration. On this basis, the archival security guarantee system should set up such concepts as 'prevention first' and "risk minimization' and at the same time should adhere to the basic methods such as doing from top to bottom, going hand in hand with technology and management, strengthening coopera- tion, and son on. Through continuous perfection and improvement, a file security system integrating human defense, material defense and technical defense was finally established.
