混合型经济结构中现代经济体系建设路径分析

摘　　要：在对我国现行经济运行体制进行分析的基础上,探讨了我国现代化经济体系建设的具体路径,研究发现,渐进式改革和两步式分权导致上游国有垄断和横向权力垄断嵌入下游总体的竞争环境中,从而形成一种既非完全垄断又非完全竞争的混合型经济结构。虽然,下游民营竞争和纵向政府竞争为中国经济的快速增长奠定了制度基础,但是纵向权力垄断和上游国有垄断的嵌入改变了这种增长的性质和路径,从而不利于长期经济增长,这构成我国建设现代化经济体系的现实起点和逻辑起点。因此,现代化经济体系的建设应遵循如下路径:首先,在保持公有制经济主导地位的前提下消除其对下游产出的"挤出效应"以形成现代化的产业体系和收入分配体系;其次,对横向垄断权力进行重新配置以形成现代化的市场体系、区域发展体系和绿色发展体系;最后,继续完善下游民营竞争和纵向政府竞争以形成现代化的经济体制和全面的开放体系。This paper explores the construction path of modern economic system based on the analysis of the existing economic system in China. It is found that the incremental reformation and two-step decentralization leads to the upstream national monopoly and horizontal power monopoly embedded into the downstream overall competitive environment, which create a hybrid economic struc- ture that is neither completely monopolistic nor completely competitive. Although downstream competition and vertical government com- petition build a good institutional foundation for China＇ s rapid economic growth, yet upstream national monopoly and horizontal power monopoly changes the growth path and quality, which does harm to long - term economic growth. In a word, those constitutes the real- istic and logic starting point. So the building of the modern economic system should abide by the following the path. Firstly, eliminate the ＂crowding out effect＂ based on keeping the leading pole of national economy to form the modern industrial system and income allo- cation system. Secondly, redistribute the horizontal power in order to form modem market system, regional development system and green development system. Thirdly, improve downstream competition and vertical government competition to form modem economic set- up and all- round open system.
