摘　　要：目的构建基于风险分析的船舶检疫菜单式执法平台,实现对国际航行船舶的精准化检疫,动态化评价和差别化监管。方法应用WEB SERVICE技术,开发以流程优化为主线,以风险管理为基础,以信用监管为核心,以规则引擎为驱动的船舶检疫菜单式执法平台并应用于口岸船舶检疫。结果构建了由"单一窗口"申报放行,决策指挥平台设定维护规则和查验结果评价,检疫查验平台执行规则和反馈查验结果的"两平台一窗口"执法平台。结论国际航行船舶检疫菜单式执法平台的成功开发和使用实现了船舶检疫差别化管理与动态升降级管理,提高了查验效率,提升了把关成效,营造了更加公平高效的口岸环境。Objective To develop the menu-style law enforcement platform for ship quarantine based on risk analysis,thereby enabling the accurate quarantine,dynamic evaluation and differential supervision on international voyages.Methods According to WEB SERVICE technology,the menu-style law enforcement platform for ships has been developed and applied for ship quarantine in Jiangyin Port.Based on risk management and driven by rule engine,this platform used the methods of process optimizing and took credit supervision as the core concept.Results The ＂Two Platforms and One Window＂ Law enforcement platform were developed,which comprised of a ＂Single Window＂ for the application of release,a ＂Decision Command＂ platform for creating and maintaining the rules,and a ＂Quarantine Inspection＂ platform for executing the rules and providing the feedback of inspection results.Conclusion The development and application of the menu-style law enforcement platform for ships in Jiangyin Port realized the differential management of ship health inspection and quarantine and dynamic management of promotion and demotion,improved the inspection efficiency and effectiveness,and created a more equitable and efficient port environment.
