摘　　要：警察代表着国家公权力对社会进行管理,警察的行政执法行为是国家意志的体现。一直以来被认为是社会强势群体的存在,似乎权益受损不会发生在警察身上,但是事实并非如此。警察在行政执法的过程中受到侵权的现象层出不尽,这种情况下受损的不只是警察个人,还有警察背后的国家意志和法律尊严;从另一方面来说警察在个人的权益都无法保障的情况下,也无法保证他们能够履行自己的职责,承担起维护社会稳定和保护公民人身和财产安全的责任。发现在公安行政执法过程中对警察权益保障存在的不足,完善公安行政执法中的权益保护措施。The police governs society in the name of public power and its administrative law enforcement represents national wills.The police has always been regarded as a powerful group and it seems that police officers never faces damages to rights,but truth is otherwise.Damages to rights of police happen constantly in administrative law enforcement,in which circumstance not only the individual police officers is violated,but also national wills and dignity of law.On the other hand,if rights of an individual police officer cannot be protected,let alone doing his or her duty to social stability and safety of individuals and properties.Therefor,the thesis combines theories and practices,analyzes real cases,finds out deficiencies in police rights protection in their administrative law enforcement and puts forward measures for protection.
