摘 要:为了对不同区域的雨水利用现状进行综合评价,为"海绵城市"的建设提供科学依据,结合现有方法的不足之处,提出基于层次分析法的变权PROMETHEE模型。该模型通过确立雨水利用的6个评价指标,采用层次分析法确定初始权重,再对初始权重变权分析,建立PROMETHEE评价模型。运用该模型对云南省4个不同区域的雨水资源利用现状进行了综合评价,得到了优劣排序,结果显示,区域2的雨水利用现状最优,区域3和区域1次之,区域4最差。同时将提出的模型的评价结果与现有的两种方法进行比较,体现了该模型的合理性和优越性。此外也给出了4个不同区域给出相应的改善建议,对区域后续的雨水资源利用的改进具有指导意义。In order to provide a scientific basis for the construction of "sponge city",combined with the shortcomings of the existing methods,this paper proposes a variable weight PROMETHEE model based on AHP( Analytic Hierarchy Process) to comprehensively evaluate the present situation of rainwater utilization in different regions. Based on the six evaluation indexes of rainwater utilization,the model determines the initial weight with AHP and uses variable weight analysis. Then,the PROMETHEE evaluation model is established to evaluate the present situation of rainwater resources utilization in four different regions of Yunnan Province synthetically,and the advantages and disadvantages were ranked. The results show that the utilization of rainwater in region 2 is the best,followed by region 3 and region 1,and region4 is the worst. At the same time,the evaluation results of the model proposed in this paper are compared with the existing two methods,which reflects the rationality and superiority of the model. In addition,this paper also gives some suggestions for improvement in four different regions,which is instructive for the improvement of subsequent rainwater resources utilization in these regions.
