摘　　要：目的通过开启河北省"三项制度"阳光执法新模式,推进河北省"三项制度"落地生根。方法公示全透明推进阳光执法、记录全留痕推进规范执法、法制审核全覆盖推进公正执法;建立标准化模板提升制度落实质量、搭建信息化平台保障制度落实效率、构建体系化机制保障制度整体推进。结果通过推进河北省"三项制度"的实施,打造出独具卫生计生行政执法特色的新亮点,使卫生计生行政执法制度建设取得明显成效。结论通过开启"三项制度"阳光执法新模式,检验"实战"的效果,确保河北省"三项制度"的贯彻落实。Objective The ＂three systems＂ was promoted by opening the sunshine law enforcement new model. Method Ensure publicity transparency to promote sunshine law enforcement, record all traces to promote standardization of law enforcement; take full coverage of law to promote fair law enforcement; establish a standardized template to enhance the quality of the implementation of the system, set up an information platform to ensure the efficiency of the implementation of the system, and build a system-wide mechanism to promote the overall security system. Results Through the ＂three systems＂, a new bright spot in the unique feature of administrative law enforcement of health and family planning has been created, which has made remarkable achievements in the construction of the administrative law enforcement system for health and family planning. Conclusion Through the ＂three systems＂ sunshine law enforcement new model, the effect of ＂actual combat＂ was tested to ensure the implementation of the ＂three systems＂.
