河南省粮食主产县精准扶贫问题研究

摘　　要：河南省粮食主产县(市)为国家粮食安全做出了重要贡献,但自身却陷入贫困境地,这不仅影响国家粮食安全,也阻碍了我国全面建设小康社会的进程。以多指标分析法详细分析了河南省粮食主产县(市)的贫困状况,建立了一个基于资源禀赋、制度和风险的贫困分析框架探讨了河南省粮食主产县(市)的贫困原因。研究发现,资源禀赋、制度支持层面处于不利地位与风险管理体系不完善,导致了河南省粮食主产县(市)的长期贫困。在精准扶贫的大背景下,必须高度重视粮食主产县(市)的贫困问题,针对有关问题,有必要采取特殊措施加以解决;加快推动工业化、城镇化进程,推进农业结构调整;建立健全风险管理体系。The major grain producing counties（cities） of Henan Province have made great contributions to the national food security, but they themselves have fallen into poverty, which not only affects the national food security,but also hinders the process of building a well-off society in an all-round way in China. The poverty situation of Henan＇s major grain producing counties（cities） is analyzed in detail with multi-index analysis method, and a poverty analysis framework is established based on resource endowment, system and risk so as to discuss the causes of poverty in the major grain producing counties（cities） in Henan Province. The study shows that the disadvantageous position and the imperfect risk management system of the resource endowment and system there have resulted in poverty in the long run. In the context of targeted poverty alleviation, the issue of poverty in the region must be attached great importance to and special measures must be taken to address it; the process of industrialization and urbanization must be accelerated, the adjustment of agricultural structure must be promoted, and a sound risk management system must be established.
