论巧实力与权力的内在逻辑

摘　　要：巧实力战略是自由主义和现实主义的综合运用,在未来的大国权力博弈中举足轻重。传统的军事实力、经济实力仍是巧实力战略的根基。硬实力与软实力相互削弱还是相互促进取决于权力资源转化为权力结果的"情境智力"水平。信息革命加速权力从主权国家向非国家行为体扩散,信息主权的博弈逐渐成为左右国家内政外交决策的重要途径。只有自主创新信息技术,占领国际意识形态战略高地,才能更好地适应复杂多变的国际环境,才能在维护和获取国家利益层面占得先机。Smart power strategy is a combination of liberalism and realism,which is the most important in the future power game of great powers. Traditional military power and economic power are still the foundation of smart power strategy. The mutual restraint between hard and soft power or mutual promotion depends on the level of ＂situational intelligence ＂that power resources translate into power results. The information revolution accelerated power from sovereign state to non-state actors,and the game of information sovereignty gradually became an important way for the internal affairs and foreign policy-making of countries. Only by making independent innovation information technology and occupying the strategic highland of international ideology can we better adapt to the complex and changeable international environment,so as to take the lead in the maintenance and acquisition of national interests.
