摘　　要：依据《土地管理法》确立的建设项目用地预审制度是对土地资源管理宏观调控的一项基本管理制度,是国家为实现可持续发展而实施的宏观行政调控手段。本文阐述了该制度17年的发展变化,总结出其变化特征,也分析了实践中存在的问题,并提出了解决问题的建议。The pre-examine system for construction land established based on the Land Management Law is a basic system for macroscopic regulation of land resource, and also a macroscopic administrative regulation means implemented by the State for the realization of sustainable development. This paper expounds the evolution of the system over the past 17 years, summarizes the characteristics of its change, analyzes the existing problems in practice, and puts forward some suggestions for solving the problems
