摘 要:《俄罗斯联邦土地法典》是一部关于俄罗斯境内土地权主要来源的基本法令。2017版《俄罗斯联邦土地法典》全面扩大了实现民事法律协议过程中个人土地所有权制度的应用范围,创立了俄罗斯住宅领域统一发展机构并引入公务份地概念。在2017版《俄罗斯联邦土地法典》中可以找到许多问题的答案。关于土地使用与保护,俄罗斯一贯奉行土地先保护后使用的理念。俄罗斯在土地使用管理方面对外是开放的,但有一定的限制。《俄罗斯联邦土地法典》及其改革经验值得深入研究。The Russian land code is a basic decree on the main sources of land rights in Russia. The 2017-edition land code fully expands the scope of application of the individual land ownership system in the process of achieving civil legal agreement, establishes a unified development agency in the field of residential housing in Russia and introduces the concept of service allotment. The answers to many questions can be found in the land code. With regard to land use and protection, Russia has consistently adhered to the idea of "first protection and later use for land". Russia is open to the outside world in the management of land use, but with some limitations. The Russian land code and its reform experiences deserve further research.
