农地流转模式对土地利用综合效益影响研究——以天津市静海区为例

摘　　要：以天津市静海区为调查对象,通过问卷调查和访谈相结合的方法,从经济、社会和生态3个视角,选择非农就业比、化肥使用量等6个指标构建指标体系,分析转包、出租和农村合作社3种模式的综合效益。结果表明:合作社模式的综合效益最高,为88.99分;其次是转包,为67.11分;最低的是出租,为61.28分。因此,笔者建议在与天津相似的平原地区,政府应适当鼓励农户将土地流转给农村合作社实现规模经营。Taking Jinghai District of Tianjin as the survey object, through the combination of questionnaires and interviews, from the three perspectives of economy, society- and ecology, we chosen six indicators such as non-agricultural employment ratio and fertilizer use to construct an indicator system, and analyzed the comprehensive benefits of subcontracting, leasing and rural cooperatives. The results showed that the overall benefit of the cooperative model was the highest, which was 88.99 points; followed by subcontracting, it was 67.11 points; the lowest was the lease, which was 61.28 points. Therefore, we suggested that in plain areas like Tianjin, the gov- ernment should properly encourage farmers to transfer land to rural cooperatives to achieve scale operations.
