网络议事规则的塑造:网民表达的危机表征及治理路径

摘　　要：网络公共舆论借助网络媒介为不同话语意见的汇聚表达提供了广阔空间,公众素养和交互规则对于网络公共舆论的良性发展具有重大影响。网络时代的社会结构为个体权利的表达提供了可能空间,也孕育着个体化表达方式下的社会风险。当前网络社会个体化表达方式的危机表征主要呈现为个体焦虑感加深、人际信任关系恶化、社会阶层"标签化"、政府公信力建设缓慢。网络社会活动需要符合社会规范,网络议事规则的匮乏是导致网络舆论表达危机产生的制度诱因。网络参与者个体素养的提升应当与网络议事规则的塑造结合起来。The network public opinion provides wide space for the convergence and expression of different opinions through the network media. Public literacy and interaction rules are of great significance to the benign development of Internet public opinion. The social structure of the Internet era provides the possible space for the expression of individual rights, and also breeds the social risk of individualized expression. At present, the crisis representation of the individualized expression of network society is mainly presented as follows ： increasing Individual anxiety, deteriorating Interpersonal trust, social class labeling and slow establishment of govern- ment credibility. Online social activities need to confrm to social norms. The lack of network rules of procedure is the institutional inducement of expression crisis of network public opinion. The improvement of individual quality of network participants should be combined with the shaping of network rules of procedure.
