德国鲁尔工业区创新发展经验及对吉林省经济转型的启示

摘　　要：德国鲁尔区的转型历经50多年的不懈努力取得了显著成效,其成功经验主要是创新机制的形成。包括发展理念创新,科技创新,发展新兴产业,培育中小企业和政府导向。鲁尔区转型发展走过的历程表明,实施创新驱动对其保持产业竞争力,从而促进结构转型起了关键作用。借鉴鲁尔的转型创新经验,形成吉林省的创新机制,是实现吉林老工业基地振兴的有效途径。而贯穿这一工作的指导思想是习近平总书记在该省视察期间强调的"新突破"、"新动能"、"新进展"、"新路",以及吉林省委十届七次全会决议指出的:"牢固树立创新发展理念",其实质是创新。这种创新应该包括:制度(理念)创新、体制创新和技术创新亦即省委十届七次全会决议指出的:"推动以科技创新为核心的全面创新"。按总书记创新要求,吉林省实施的创新驱动发展战略一定会激活老工业基地的发展潜力,从而破解东北发展的瓶颈和制约,进而实现吉林省的全面振兴。The transformation of Germany’s Ruhr has achieved a remarkable success more than 50 years of un-remitting efforts. Its successful experience is mainly the formation of innovation mechanism, includingdevelopment idea innovation,technological innovation,development of emerging industries,foster small and medi-um enterprises and government guidance. History shows that the implementation of transformation of Ruhr devel-opment played a key role through innovation drive to keep its industry competitiveness,thus promoted the struc-tural transformation. Using innovation experience of the transformation of Ruhr industrial area,to form the innova-tion mechanism of Jilin province is an effective way to realize Jilin old industrial base in northeast. And the guid-ing ideology is General Secretary Xi during a visit in Jilin province：“the new breakthrough”,“new kinetic ener-gy”,“new progress”,“new way”,and Seventh Jilin Provincial Party Committee of the Tenth Session Resolutionpoints out：“the idea of innovation development”,the essence of which is innovation. This innovation should in-clude the system of concept innovation,system innovation and technological innovation which Seventh ProvincialParty Committee of the Tenth Session Resolution points out：“promote the comprehensive innovation with scienceand technology innovation as the core”. In accordance with the innovation requirements,the implementation of in-novation development strategy in Jilin province will activate the old industrial base developing potential,so as tobreak the development bottleneck in northeast,and achieve a comprehensive revitalization in Jilin province.
