摘　　要：陕西省咸阳市杨凌区五泉镇是国家级特色小镇中为数不多以农业立镇的典型代表。作为独具特色的农科小镇,该镇农耕文化底蕴深厚,立足农业发展,依托科技资源实现了经济良好发展和城乡快速建设,并形成了"农业主导+环境优美+文化彰显+农科支撑+体制创新"的独具特色的"五泉模式"。通过分析总结"五泉模式"的成功经验,本文认为"以农为本"的特色小城镇发展应该挖掘自身特色资源,立足特色农业,带动镇域乡村发展,营造优美城乡环境,打造特色传统文化品牌,同时注重外部智力资源的引入和内部制度的创新,旨在为小城镇的发展提供经验指导。s] Wuquan town is the few typical representative town in the national characteristic town that rely on the development of agriculture. As a unique agricultural town, Wuquan town is profound of farming culture, relying on agricultural development, science and technology resources to achieve the sound development of the economy and the rapid construction in urban and rural areas. It has formed a feasured development model？＂agricultural leading ＋ beautiful environment ＋ cultural display ＋ agricultural science and technology support ＋ system innovation＂ .This paper argues that the development of agricultural-based characteristic small towns should excavate their own characteristic resources, based on their own characteristic agriculture, promote the development of rural areas, create a beautiful urban and rural environment, and build a distinctive brand of traditional culture. At the same time, we should focus on the introduction of external intellectual resources and innovation of internal institutional. This is to provide experience guidance for the development of small towns.
