论新时代“文责自负”与“编辑把关”的关系

摘　　要：步入新时代以来,党和国家对期刊出版工作高度重视。要提高期刊学术水平和出版质量,作者和编辑是两大关键因素。文章论述了新时代"文责自负"与"编辑把关"的关系,指出编辑与作者应理清责任、各负其责,同时也应相互协作、密切配合,做好以下6个方面的工作:(1)编辑应严把稿件入口关;(2)作者应对稿件的学术质量负总责;(3)编辑应对拟用稿件进行严格修改、语言润色,严把稿件的出版质量;(4)编辑要善于培养发现优秀的作者队伍;(5)编辑要加强自身学习,提高业务能力;(6)要加强审读队伍建设。这样由编辑和作者共同培育的学术期刊才会越办越好。Since the beginning of the new era, the Communist Party of China and the state have attached great importance to periodical publishing. Authors and editors are two key factors to improve the academic level and publishing quality of journals. The article discussed the relationship between author＇s responsibility and editors＇ checking in the new era. The editor and the author should clarify the responsibility, each was responsible for it, and cooperate closely with each other, do the work of the following 6 aspects. （1） Editors should strictly control the entrance of the manuscript. （2） The author should take lull responsibility for the academic quality of the manuscript. （3） The editor should strictly modify the manuscript, polish the language and control the publication quality of the manuscript. （4） Editors should be good at cultivating outstanding authors. （5） Editors should strengthen their academic level and improve their profession ability. （6） It is necessal7 to consolidate proofreaders building tbr journal. Publishers should closely cooperate with authors so that the academic journal developed by both editors and authors will be better.
