摘　　要：基于上海轨道交通11号线工程设计招标实践,结合沪、杭、甬等地城市轨道交通工程设计招标案例,从设计标段与投标人、评标办法与中标人、设计费报价与中标率六个方面阐述了此类工程设计竞标的情况,并分析竞争所表现出的一些特征。从中标率的统计结果看,本文认为有类似"巴莱多法则"的现象。The paper displays railway traffic engineering design bidding situation and analyzes some characteristics of the competition through multi angle on the basis of Shanghai,Hangzhou and Ningbo bidding practice,the angle includes mainly the six aspects：Design segment and bidders,bid evaluation method and the winner,design fee quotation and the rate of winning bid. Statistics from the successful rate of the results,this paper argues that there are similar to the Pareto Principle phenomenon.
