摘　　要：自2005年《全国人民代表大会常务委员会关于司法鉴定管理问题的决定》(以下简称《决定》)颁布以来,有关高校的司法鉴定也得到了长足发展。其管理体制改革作为制约高校司法鉴定发展的核心要素,在十余年的发展过程中结下了累累硕果,但同时也积累了不少问题。本文所要讨论的就是在新时期高校司法鉴定现有的"八梁四柱"框架下如何进行"内部精装"的问题。Since the promulgation of the decision of the Standing Committee of the National People’s Congress on the administration of judicial expertise in 2005 （hereinafter referred to as 〈Decision〉）, the judicial identification of colleges and universities has also been greatly developed. The reform of its management system, as the core element of restricting the development of judicial expertise in colleges and universities, has produced fruitful results in the course of development for more than ten years, but at the same time, it has accumulated many problems. This paper discusses how to carry out “Internal Hardcover” under the existing frame of “Eight Beams and Four Columns” judicial expertise of colleges and universities in the new period.
