摘  要:大规模围填海工程对沿海地区经济社会发展起到巨大的推动作用,但由于受经济环境、企业自身经营水平和管理政策等因素影响,围填海存量资源问题日益凸显。盘活围填海存量资源,提高海域资源优化配置和节约集约利用水平,成为当前我国围填海管理的重要任务之一。从海域开发时序、土地利用状态及围填海工程合法性三个角度剖析了围填海存量资源的形成路径,以此对围填海存量资源进行了界定和成因分析,并建议按照"查清存量、对症下药"、"完善制度"、"优化配置"和"提质增效"的思路盘活围填海存量资源,以期为围填海存量资源管理和利用提供思路。The large-scale reclamation projects have played a great role in promoting the economic and social development in the coastal regions. However, the problems of reclamation stock resources become increasingly prominent due to the influences of economic environment, enterprise operation level and management policy. It has been one of the current important tasks of China s reclamation management to revitalize the reclamation stock resources, improve the optimal allocation of sea resources and save intensive utilization level. The formation path of the reclamation stock resources is analyzed from the following three perspectives: the time series of sea area development, the state of land using and the legitimacy of sea reclamation projects, based on which the reclamation stock resources are defined and the causes of their formation are analyzed. It is suggested to revitalize the reclamation stock resources according to the ways of “verifying the reclamation stock resources and acting appropriately to the actual situation”, “perfecting the system”, “optimizing the allocation” and “improving quality and increasing efficiency”, in order to provide ideas for the management and utilization of the reclamation stock resources.
