基层院检察委员会制度运行的不足及完善——以安徽省A县院为例

摘　　要：检察委员会是检察院内部的议事决策机构,负有讨论决定重大疑难案件和其他重大检察问题的重要职责。目前基层检察院检委会在运行过程中还存在着人员组成及机构设置不健全,议事职能和议案职能发展不平衡,检委会决策过程科学性不足,检委会子系统运行与实际操作脱节等问题。对此提出推进检察委员会去行政化及专业化建设;规范案件讨论范围,适度扩大议事范围;强化检委会议案工作的亲历性;加强技能培训,简化系统操作的完善建议。The procuratorial committee is the internal decision - making body of the Procuratorate and has important responsibilities for diseussing and determining major difficult cases and other major prosecution issues. At present, the inspection committee of grass -roots public prosecutors still has unsound personnel and institutional settings, unbalanced development of the functions of the deliber- ations and functions of the bills, the lack of seientifie nature of the decision - making process of the procuratorial committee, and the disconnection of the operation of the subcommittee＇s subsystems from the actual operations. In this regard, it is proposed that the procu- ratorial committee be deconstrueted and professionalized; the scope of the ease discussions should be standardized, and the scope of the deliberations should be appropriately expanded; the personal experience of the prosecutor＇s committee＇s bill work should be strength- ened; and skill training should be strengthened to simplify the system operation.
