国外城市色彩规划实践及其对上海的启示

摘　　要：在上海迈向全球城市过程中,与自然、文化和谐共生的城市色彩成为建设"美丽上海",实现上海高质量发展、高品质生活的重要途径。在系统梳理国外城市色彩规划实践的基础上,总结了"欧洲模式"和"亚洲模式"特点。前者多集中在城市色彩历史遗产的保护和色彩更新上,规模不大,很少出现城市宏观层面的色彩规划;后者偏重于城市色彩法规的制定和实施管理,政府部门是城市大规模色彩规划的推动者。最后探讨了国外经验对上海城市色彩建设的启示。In the process of moving towards a global city, the urban colour which is in harmony with nature and culture has become an important way to build “Beautiful Shanghai” and realize high quality development and high quality life in Shanghai. Based on a systematic review of the colour planning in foreign cities, this paper summarizes the characteristics of the “European Model” and the “Asian Model” in practice. The former focuses on the colour protection and renewal of the cities’ historic buildings and blocks. Due to a small of construction, there is very little colour planning at the macro level. The latter emphasizes on the formulation and implementation of urban colour regulations, and the governments are the promoters of large-scale urban colour planning. Finally, the paper discusses the enlightenment of foreign experience on urban colour construction of Shanghai.
