摘　　要：2017年3月新修订的《上海市道路交通管理条例》中新增了儿童安全座椅立法。目前上海市儿童安全座椅使用率仍处于较低水平,存在使用二手安全座椅的安全隐患以及错误使用等诸多问题。安全座椅立法也存在落地难、实施困难等情况,亟须出台细则。希望在政策支持的大环境下,借助儿童乘客安全技术师(CPST)的技术指导力量,设立儿童安全座椅检查站,推广普及儿童安全座椅的正确使用,并进一步完善法规,为儿童乘车出行保驾护航。The legislation of child restraint system （CRS） was amended in regulations of Shanghai municipality on road traffic control in March 2017. However, the utilization rate of CRS in Shanghai was still at a low level, and there existed many problems, such as using of second-hand CRS and incorrect using of CRS. Meanwhile, detailed rules and regulations are urgently needed because the amended law was difficult to implement. We hope to set up CRS inspection stations with the support of government and child passenger safety technician, to promote the correctly using of CRS, and to further improve the laws to ensure the children＇s safety of taking cars.
