农地非农化进程中的失地农民权益保障分析

摘　　要：当前农村集体土地所有权和经营权流转过程中,农地产权模糊不清导致广大农民失权现象格外突出,如何保障农民权益成为时下理论研究的热点和政策选择的难点。农村集体土地流转过程中存在着财产收益权受损、自主决策权受损、生存发展权受侵蚀等失权现象。应从财产收益权、自主决策权、生存保障权、教育发展权等全方位保障失地农民权益。In the process of the current land ownership and management rights circulation, fuzzy farm land property rights lead to farmers loss power phenomenon is particularly prominent. How to safeguard the rights and interests of farmers is becoming a hot spot of current theoretical research and the difficulties of the policy choice. In the process of rural collective land circulation, there exist such phenomena as the loss of property rights, the loss of independent decision making rights and the erosion of the right to survival and development. The rights of land lost farmers should be protected from all aspects, such as the right of income from property, the right of independent decision making, the right of subsistence security and the right of development of education.
