摘　　要：回顾应急管理部成立的时代背景以及我国应急管理体制发展历程,分析应急管理部成立与回应社会主要矛盾转化、建设服务型政府以及应急管理体系自身现代化建设之间的关系,并阐述应急管理部在新一轮党和国家机构改革中的特点和导向,可以揭示改革的内在逻辑和动力是问题和需求导向、建立大应急方案共识以及继续深化改革的政治环境的统一融合。通过预测新时代全面深化改革中应急管理体系的发展走向、可能引发的政治发展、行政创新、社会治理体系优化,对应急管理部的工作能够提出有针对性的建议。Reviewing the background of the establishment of the Emergency Management Department and the history of China＇ s emergency management system,analyzing the relationship among the establishment of the Emergency Management Department,the response to the transformation of major social contradictions,the construction of a service-oriented government,and the modernization of emergency management system itself,and explaining the characteristics and orientation of the emergency management department in the new round of party and state institutional reforms,can reveal that the inherent logic and motivation of reform is the unified integration of the problems,the demand orientation,the establishment of a consensus on major emergency plans,and the political environment to continue deepening reforms. By predicting the direction of developing emergency management,the prospective political advancement,administrative innovation and the optimizing of social governance system in a new era of comprehensively deepening reform,this article has proposed some customized suggestions for the emergency management department.
