摘　　要：人民币国际化的历史进程要求我国金融货币市场资本项目自由化的程度随之逐步加深,而我国正处于资本项目管制的大环境,人民币从结算货币转变为投资货币和储备货币、实现资本项目完全自由化,需要解决当前规则监管的弊端,以原则监管取代规则监管、进一步在立法上放开管制,破除法律法规繁多滞后和监管协作机制的独立僵化,以实现促进体制改革、促进金融深化以及最终实现人民币国际化的目的。The historical process of RMB internationalization requires that the degree of liberalization of capital and financial account in China＇s financial and monetary market will gradually deepen.China is in the environment of controlling capital account.If RMB wants to change from settlement currency to investment currency and reserve currency and achieve full liberalization of capital account,it is necessary to solve the drawbacks of current rule regulation.In order to promote the reform of the system,promote the deepening of the finance and finally realize the internationalization of the RMB,the rule supervision should be re-placed by the principle supervision and the regulation is further deregulated in the legislature.
