摘　　要：文章从我国公立医院的实际情况出发,综合国内外对公立医院公益性的研究成果,剖析当前公立医院公益性服务的现状,研究公立医院实现公益性存在的困难,并从政府、社会和公立医院多个维度研究并提出公立医院实现公益性的保障要素,为新时期公立医院改革提供建议与参考。Starting from the actual situation of public hospital in China, this paper synthesized the domestic and overseas re- search results of the public welfare in public hospitals, analyzed the status of the public welfare in public hospitals, researched the difficulties in realizing the public welfare in public hospitals and put forward the safeguard elements for realizing the public welfare in public hospitals from the dimensions of government, society and public hospital to offer proposal and reference for the public hospital reform in new period.
