摘　　要：改革开放40年来,广东作为先行先试区,在实现经济快速发展过程中积累了不少有关发展开放型经济的经验。在新的历史时期,面对国内外环境的重大变化,顺势而为,发挥新优势,构建高层次、高质量的开放型经济新格局,是新时代广东经济社会发展的客观要求,也是理论界必须深入研究的重要课题。通过对40年来广东发展开放型经济的考察分析,剖析当前广东构建开放型经济新格局面临的难题和短板,提出在坚持广化与深化结合、聚焦高端发展和坚持共享联动基础上,加快促进有利于发展开放型经济的制度供给、加快推进产业转型升级、加快进行重大载体建设、加快构建区域创新体系、加快统筹区域协调发展等路径构建开放型经济新格局的思路。In the past 40 years of reform and Opening-up,Guangdong,as a pioneering pre-test area,has accumulated a lot of experience in developing an open economy in the process of achieving rapid economic development. At the new historical stage, facing the drastic domestic and international changes,how to take advantage of the situation,give full play to new advantages and build a new pattern of high-level and high-quality open economy are the objective requirements for the economic and social development of Guangdong in the new era. They are also the important issues that the theoretical circle must study in-depth. Through an analysis of the development and open economy of Guangdong in the past 40 years,this paper analyzes the difficulties and shortcomings faced by Guangdong in building a new pattern of open economy. It proposes to accelerate the combination of broadening and deepening,focusing on high-end development and adhering to shared linkages,provide institutional support,and accelerate the process of industrial transformation and upgrading,the construction of major carriers,the establishment of regional innovation systems,and the coordinated regional development.
