我国安全生产监管体制的演变与走向——基于制度变迁理论视角的考察

摘　　要：安全生产监管直接关系到人民群众的生命财产安全和平安中国建设,安全生产监管体制建设是持续改进和提高安全生产水平的内在需要和组织保障。在以制度变迁理论为视角构建的安全生产监管体制解释框架的基础上,从制度变迁的制度需求和制度供给维度出发,对我国安全监管体制变迁的动因和效果进行了系统分析,并根据当前安全生产监管体制存在的问题提出我国安全生产监管体制改革的可能路径。Safety production supervision is directly related to people＇ s life and property safety and construction of a safe China. Construction of safety production supervision system is the inner demand and organization guarantee that continuously improve and enhance the level of production safety. From the perspective of institutional change, this paper constructs a theoretical framework for the safety production supervision system. Starting from institutional demand and institutional supply,this paper systematically analyzes the causes and effects of changes in China＇ s safety supervision system,presents the existing problems in the safety supervision system and puts forward feasible path for the reform of safety supervision system in China.
