摘　　要：改革开放40年来,我国积极探索实现资源节约、环境友好现代化发展的制度。党的十八大以来,我国加快推进生态文明体制改革,出台了生态文明体制改革总体方案,建立起生态文明制度的"四梁八柱"。应对生态文明体制改革所面临的复杂局面和深层次问题,要加强党对生态文明体制改革的全面领导,按照生态文明体制改革的总体方案和顶层设计,不断完善和优化实施方案,增强方案的系统性、整体性、协同性、专业性。要健全改革的推进机制,确保改革有效落地。要加强生态文明建设的相关能力建设,增强资金、技术、人才、数据体系等配套支持。Over the past 40 years of reform and opening-up, China has been exploring and establishing the right institutions and mechanism for modernization in a resource-saving and environmental-friendly way. Since the 18 th National Congress of the CPC, China has speeded-up the ecological civilization system reform, and that has resulted in the promulgation of the Overall Plan of Ecological Civilization System Reform and the construction of the pillars of the edifice of China＇s Ecological Civilization System. Facing more complicated situations and encountering deeper institutional impasses, China will continue its efforts in ecological civilization system reform. By thoroughly strengthening the overall leadership of the Communist party, and abiding to the Overall Plan of Ecological Civilization System Reform, China needs to continuously perfect and optimize the specific reform plans, and refine and improve the implementation mechanism, so that reforms can be carried out in a more systematic, coordinated, and professional way. Capacities for promoting ecological civilization should be enhanced through increasing funds, supporting technology development, improving human resources,and developing data systems.
