中国财政转移支付福利效应评估与改进对策分析——基于农村居民收入分配福利的视角

摘　　要：依据福利经济学原理,着眼于农村居民收入分配视角,利用计量模型和统计年鉴系列数据,对中国财政转移支付制度调节农村居民收入分配格局的福利效应进行了实证测度和逐级递进性评估。研究表明,财政转移支付制度对农村居民收入分配福利影响总体而言具有正向调节效应,但是福利提升效果不明显,甚至在个别年份存在福利下降的情况。进一步分析显示,公共财政政策对农村居民收入福利效应提升存在相应临界点。最后,依据财政转移支付制度的本质内涵和中国农村经济社会发展实际,分析并提出了改善农村居民福利绩效和保障水平的对策建议,对于新时期实施乡村振兴国家战略具有参考意义。Based on principles of welfare economics,this paper focuses on the distribution of rural residents＇ income and adopts the econometric model and data from statistical yearbook in its empirical measurement and step-by-step progression assessment of the welfare effect of China ＇s fiscal transfer payment system on the adjustment of the income distribution pattern of rural residents. The research shows that the fiscal transfer payment system has a positive regulatory effect on the income distribution welfare of rural residents. But the rise of welfare is insignificant,and in certain years the welfare drops. Further analysis shows that there is a critical point of public fiscal policy＇s effect on the income and welfare of rural residents. In the end,the paper puts forward the countermeasures and suggestions to the improvement of the welfare performance and its protection of rural residents based on the essence of fiscal transfer payment system and the reality of rural development in China,which is important reference for the implementation of the strategy of thriving the nation through rural development in the new period.
