多规合一背景下乡村规划实证研究--以宜昌市车溪村为例

摘　　要：该文基于当前"多规合一"规划背景,以湖北省宜昌市车溪村规划为例,从乡村"多规合一"的内涵理念出发,进行"多规合一"乡村规划实证研究,探讨生产、生活、生态"三生"空间融洽的乡村"多规合一"规划统筹方法。对乡村规划中多种规划的矛盾和冲突进行协调,以生态空间为规划图底,重视对生态用地的管控,实现生态包容共生;推进乡村产业有序合理升级,高效配置土地资源,促进土地集约化利用;优化乡村人居环境,凝聚乡村人气,传承民俗文化遗产,形成生产、生活、生态"三生空间"和谐的土地利用格局。实现提高政府行政效率,推动车溪村经济文化建设,促进乡村空间城乡和谐发展的目的,同时也为构建多规协调的乡村规划体系提供参考。Based on the current ＂Multiple plan integration＂ background, taking the planning of Chexi Village in Yichang City of Hubei Province as an example, we study the rural planning of ＂Multiple plan integration＂, and explore the production, life, ecological ＂Production and Living and Ecological Space＂ harmonious rural ＂multi regulation＂ planning co ordination method. Then we coordinate the contradictions and conflicts of various planning in rural planning, and plan the ecological space for the planning, attach importance to the control of ecological land use, so as to achieve ecological inclusive symbiosis, to promote the orderly and rational upgrading of rural industries, efficient allocation of land resources, to optimize the rural living environment, to gather the rural popularity, to inherit the folk cultural heritage, to form the harmonious land use pattern of production, life, ecological ＂Production and Living and Ecological Space＂. Furthermore, it can not only achieve the purpose of improving the administrative efficiency of government, promoting the economic and cultural construction of Chexi Village, enhancing the harmonious development of rural space and urban and rural areas, but also provide a reference for the construction of multi regulation and coordination of rural planning system.
