构建武汉市科技型中小企业投融资体系研究

摘　　要：武汉市作为首批促进科技和金融结合试点城市,在服务科技型中小企业获得投融资方面出台了如《武汉市人民政府关于支持试点银行开展投贷联动业务的意见》、《市人民政府关于印发武汉市战略性新兴产业发展引导基金管理办法的通知》等相关鼓励政策,促进全市科技型中小企业发展,推进武汉市全国科技金融中心的建立。在武汉市出台上述支持科技型中小企业发展政策的同时,中小企业投融资体系也在不断完善、迭代,本文将从投融资体系现状描述出发,指出企业融资过程中存在的问题,同时提出建议措施。As the first batch of pilot cities to promote the combination of science and technology and finance, Wuhan has published such opinions of Wuhan Municipal People＇s Government on supporting pilot banks to carry out joint investment and lending business, and the Municipal People＇s Government on printing and issuing guidance funds for the development of strategic emerging industries in Wuhan. Notice of Measures and other relevant incentive policies to promote the development of small and medium-sized science and technology enterprises in the city, promote the establishment of Wuhan National Science and Technology Financial Center. At the same time, the investment and financing system of SMEs is constantly improving and iterating. This paper will start from the description of the status quo of the investment and financing system, point out the problems in the process of financing, and put forward some suggestions and measures.
