摘　　要："一带一路"是习近平总书记提出的重要战略倡议。自倡议提出以来,得到国际社会的广泛关注和积极响应,在推动沿线国家经济发展、增进沿线国家友好关系方面取得良好成效。从发展的角度看,在建设人类发展命运共同体的进程中,宜超前谋划,加强顶层设计和战略布局,适时提出网状型"一带一路",在"形成共同理念、编制共同蓝图、采取协同行动、实现合作共赢"的基础上,综合陆海空天信心六个维度和社会、经济、安全和民生四大领域,将"带"拓展成为共商共建共享、打造命运共同体的连通纽带,将"路"缔造成为人类和平和谐、实现可持续发展的幸福之路。基于上述考虑,本文在梳理"一带一路"倡议阶段性进展的基础上,阐述了网状型"一带一路"及其必要性和可行性,提出了网状型"一带一路"总体布局、三步走实施方案及相关建议。The ＂Belt and Road＂ initiative is an strategically important thought proposed by Secretary-general Jinping Xi. Since its introduction, this initiative has been paid wide attention and active response from the international commu- nity. It has been shown to be quite effective in promoting the economic development and friendship of participating coun- tries. From the perspective of development, in the process of building a community of shared future for mankind, it is necessary to plan in advance and enhance top-level design, and propose ＂Belt and Road＂ in network as the strategic up- date of the ＂Belt and Road＂ initiative in appropriate time. On the basis of forming common philosophy, preparing com- mon blueprints, taking cooperative actions and achieving win-win cooperation, this updated initiative spans the dimen- sions of land, sea, air, space, information and psychology, and covers the domains of society, economy, security and livelihood. It expands the ＂Belt＂ to a connective link in co-construction and sharing a community for mankind, and build the ＂Road＂ to a happy road to human peace, harmony and sustainable development. Based on the above consider- ations, this paper summarizes the phased achievements of the ＂Belt and Road＂ initiative, analyzes the necessity and feasibility of ＂Belt and Road＂ in network, and presents the overall strategic layout and implementation plans in three steps of the updated initiative. Furthermore, some suggestions are provided.
