摘　　要："监管沙箱"是后危机时代金融监管者为应对Fintech(金融科技)的发展及其引发的挑战而推出的一项监管制度创新。"监管沙箱"的本质特征在于为Fintech企业开辟一个"安全空间",以便对其创新产品和服务进行测试,从而营造优越的金融生态环境。其制度设计一般包含适格主体、实施流程、消费者保护措施以及监管协作机制等。"监管沙箱"致力于为金融创新扫除不必要的监管障碍,体现出鲜明的特色,包括监管沙箱主动拥抱Fintech创新,彰显监管适应性;原则性监管加沙箱底线设置,增强监管弹性;沙箱监管者与Fintech企业之间良性互动,注重监管协作性;沙箱监管以金融消费者获益为衡量标准,突出监管目的性。这些特色集中反映了Fintech时代金融监管理念和制度的新变化。Regulatory Sandbox is an innovative regulatory regime in the post-crisis era launched by financial regulators to cope with the development of Fintech and its challenges. The essential feature of Regulatory sandbox lies in its creation of a ＂safe space＂for Fintech companies to test their innovative products and services and create a superior financial ecological environment. In general, the content of the regime includes proper subject, implementation process, consumer protection measures and regulatory cooperation mechanism. Regulatory Sandbox is dedicated to removing unnecessary regulatory obstacles to financial innovation, embodying distinct features. It actively embraces the Fintech innovation which highlights regulatory adaptability. Its setting of principled-regulation and bottom lines enhances the flexibility of supervision. It focuses on The good interaction between sandbox regulators and Fintech enterprises to enhance regulatory collaboration. It takes financial consumers＇ benefits as the main measurement standard highlighting the goal-oriented regulation. All of these features collectively reflect the new changes of financial supervision concept and regimes in the Fintech era.
