加拿大图书馆开放政府数据服务实践调查分析及对我国的启示

摘　　要：加拿大在开放政府数据领域居于世界领先地位,其图书馆在开放政府数据运动中发挥了积极作用。通过对加拿大图书馆开展调查发现,加拿大公共图书馆采取了一系列措施开展开放政府数据服务,如发布与政府行动相配的计划与政策,开放图书馆数据,为用户提供开放数据资源,举办开放数据活动促进公众参与,开设开放数据课程提升公众数据素养等。我国图书馆应当出台开放数据相关政策,加强开放数据资源建设,引导公众积极参与开放政府数据活动,提高公众开放数据素养,提高我国图书馆开放政府数据服务的能力。Canada is a world leader in open government data,and its library has played an active role in open government data movements. Through the investigation of Canadian libraries, this article finds that Canadian public libraries have taken a series of measures to provide open government data services,such as publishing plans and policies that match government actions,opening up library data,providing users with open data resources,organizing open data activities to promote public participation,and enhancing public data literacy,etc. Libraries in our country should introduce open data related policies,strengthen open data resource construction,guide the public to actively participate in open government data activities,improve the public＇s open data literacy, and improve the capacity of libraries in China to offer open government data services.
