山东省深化国家传染病自动预警系统信号处置管理效果评估

摘　　要：目的按照山东省传染病自动预警信号处置要求中的各项指标对辖区各市处置情况进行评价,为提高信号响应质量、进一步提早发现暴发疫情提供参考。方法通过分析预警信号响应率、响应时间、及时响应率、"疑似事件"现场调查开展率、现场调查表上传及时率、"继续关注"事件结案率等指标,评价2015年7月1日至2017年12月31日山东省及辖区各市传染病自动预警信号处置情况。结果 2015年7月1日至2017年12月31日,山东省共接到传染病自动预警信号59 142次,信号响应率100%,响应时间中位数0.97h。全省预警信号处置情况在三个年度中"疑似事件"现场调查开展率、继续关注事件结案率存在不同,其他指标无统计学差异。各市处置质量参差不齐,及时响应率普遍高于95%,"疑似事件"现场调查开展率、"继续关注"事件结案率差别较大,个别市存在"继续关注"信号未结案情况。结论山东省传染病自动预警信号考核指标较完善,预警信号处置质量总体较高,但部分市仍有提高空间。Objective To evaluate the indexes required in Shandong province response requirements of CIDARS,so as to provide scientific basis for improving CIDARS response quality and further finding out outbreaks earlier. Methods Several indexes including response rate,response time,timely response rate, ＂suspected outbreak＂ investigation rate,timely rate of questionnaire uploaded, ＂ keep following＂ closure rate were analyzed to assess the response quality to CIDARS during July 1,2015-December 31,2017. Results Totally 59 142 alert signals were responded with 100%response rate,median of response time was 0.97 h. ＂ Suspected outbreak＂ investigation rate, ＂ keep following＂ closure rate were significantly different.Response quality varied in 17 cities,the timely response rate was more than 95% generally, ＂suspected outbreak＂ investigation rate, ＂ keep following＂ closure rate had differences in different cities,and some signals were still ＂ keep following＂ in few cities. Conclusion Evaluation indexes of CIDARS requirement in Shandong province is good which leads to the high response quality,however further progress is needed in some cities.
