科创中心建设背景下济南市科技创新能力研究——基于京沪轴若干城市的比较

摘　　要：构建包括创新资源、创新环境、创新产出和创新成效四个方面的城市科技创新能力评价指标体系,采用层次分析法确定指标权重,运用城市创新能力综合评价模型测算京沪创新轴各城市创新能力,采用聚类分析找准济南的对标城市,重点研究济南的创新发展水平及与对标城市存在的差距和不足,并进一步提出提升创新能力,打造区域性科技创新中心的对策建议。Building an evaluation index system of city science and technology innovation capability,including innovation resources,innovation environment,innovation output and innovation effectiveness,using analytic hierarchy process to determine index weight and comprehensive evaluation model to calculate innovation capability of cities in Beijing-Shanghai innovation axis,applying cluster analysis to identify target cities of Jinan,focusing on the innovation development level of Jinan and the gaps and deficiencies with the target cities,then putting forward countermeasures and suggestions on how to enhance Jinan innovation capability and create a regional science and technology innovation center.
