摘　　要：宁夏科技特派员创业行动专项是推动宁夏县域经济发展的切入点,开展项目绩效评价将客观、公正、科学地掌握项目的实施效果。从定量的角度建立科技特派员创业行动专项绩效评价指标体系并进行实证研究。研究表明,指标体系对行动专项的绩效评价有着较高的实用性和一定的借鉴作用,建议在今后项目实施过程中要进一步选准创业切入点、发挥好项目的桥梁作用、完善选人用人机制、建立健全长效扶持机制。The special commissioners entrepreneurial action project is the starting Point to promote the development of county economy in Ningxia.A project performance evaluation will be objective,fair and scientific to grasp the implementation effect of the project.The paper establishes an evaluation index system of special commissioners entrepreneurial action project and carries on the empirical research from perspective of quantitative analysis.It indicates that the index system has high practicability and certain reference function for the performance evaluation of action specific projects.It is also suggested that in the future project implementation process,we should further select the starting point,play the bridge role of the project,improve the selection and employment mechanism,and establish a sound long-term support mechanism.
